R&H Construction partnered with Housing Works, NeighborImpact, Central Oregon FUSE, and Shepherd’s House Ministries to deliver Cleveland Commons, Central Oregon’s first Permanent Supportive Housing (PSH) community. Developed in response to Bend’s growing houselessness crisis, the 33-unit project provides long-term, stable housing for highly vulnerable individuals, paired with comprehensive on-site supportive services.

Centrally located one block off Bend’s 3rd Street corridor, Cleveland Commons includes 24 studio units and nine one-bedroom apartments, along with generous community and flex spaces designed to foster connection and stability. Shepherd’s House Ministries maintains a 24/7 on-site presence, offering medical care coordination, behavioral health support, case management, and substance use recovery services. The PSH model is nationally recognized for effectively ending chronic homelessness by integrating affordable housing with wraparound care.

The project team prioritized the creation of a safe, welcoming environment through thoughtful, trauma-informed design strategies. Through close collaboration and purposeful construction, R&H delivered a facility that not only meets critical housing needs but also supports dignity, healing, and long-term stability for residents.
